ZICTA APPOINTS NEW DIRECTOR GENERAL

The Zambia Information and Communications Technology Authority (ZICTA) has appointed Eng. Collins Mbulo as its new Director General, effective January 22, 2025. This strategic appointment is expected to drive the country’s digital transformation efforts forward.
Eng. Mbulo has an impressive track record with over 17 years of experience in the telecommunications and Information Technology (IT) sector. He has worked in various capacities, spearheading ICT initiatives and providing expert advice to both public and private sector organizations, both locally and internationally.
His journey with ZICTA began in 2008 when he joined as a Spectrum Planning and Licensing Engineer. Over the years, he advanced to the position of Director of Engineering and Technical Services before taking on the role of Acting Director General in October 2024.
Eng. Mbulo has demonstrated exceptional leadership by leading engineering teams at national, continental, and international levels. He has chaired multiple International Telecommunications Union (ITU) meetings and study groups, serving in key leadership roles within the ITU, a specialized United Nations agency overseeing global ICT matters.
Eng. Mbulo holds a Master of Law Degree in Information Technology and Telecommunications (LLM in IT&T) from the Open University of Tanzania and a Bachelor of Engineering in Electronics and Telecommunications from the University of Zambia. Additionally, he is certified in Security and Quality of Service in Internet Networks by the ITU.
He is a registered member of the Engineering Institution of Zambia (EIZ) with a valid practicing license from the Engineering Registration Board. Furthermore, he is a member of the Institute of Directors (IoD), reinforcing his leadership and governance credentials.
ZICTA’s Board of Directors has expressed confidence in Eng. Mbulo’s ability to lead the organization in advancing Zambia’s digital transformation agenda. His expertise and leadership skills are expected to play a crucial role in achieving the vision of a ‘connected and inclusive digital Zambia.’
